They are getting great reviews and can be had for around $200 to $230. You also might look at some budget semi autos, like the Taurus PT111 G2C. Those were probably the best ones and I would look for a. IF you are set on a Charter Arms, look for one that was made back in the 70's. If I were looking at a budget revolver, I'd look at a Taurus 85.
